9. Nguyên tắc mở rộng thành viên
Liên danh được xây dựng theo mô hình mở (Open Consortium).
Các trường đại học, viện nghiên cứu, doanh nghiệp, chính quyền địa phương, hiệp hội, quỹ đầu tư và tổ chức quốc tế có thể đề xuất tham gia trong tương lai.
Việc tham gia sẽ được xem xét thông qua sự phối hợp giữa:
- Hội Hữu nghị Hà Nội
- HASOVPA
- GSF Expert Group
Các tổ chức được phê duyệt có thể tham gia với tư cách:
- Thành viên chiến lược
